This monstrosity is symbolic of the apostate High Priesthood of Jerusalem. It has the ram’s horns of sacrifice, but it speaks with the mouth of the Dragon. It is united with Rome in persecution of Christians and has idolatrous loyalty to Caesar over Yahweh.
